CNRC - Master Chief Truong “Tony” Phan is a son of a former South Vietnamese Army Officer. He was born on in Sai Gon, Viet Nam during the Viet Nam war and was later raised by his grandparents in Ho Chi Minh City, until the summer of 1989 when he joined a group of 88 other people on a fishing boat to travel to the land of free across the Pacific.
