Born in Inglewood, CA on September 21, 1969, CDR Shepard grew up in Denver, CO. He joined the Navy out of Denver on August 3, 1989. In October 1989, he completed basic training at Recruit Training Command, Orlando, FL. From there he went on to complete Electronic Warfare “A” School at Naval Technical Training Center, Pensacola, FL, on February 22, 1990.
In March 1990, he affiliated with Navy Reserve Readiness Center, Denver, CO for his first tour of duty was with the USS Harry W Hill detachment. After changing units a couple times and getting familiar with reserve processes, he finally settled in the Fleet Industrial Supply Center Detachment in October 1995, once there, his rate change package to Mess Specialist was approved and he subsequently went from EWSN to MS3 on the next exam. One year later, he was promoted to MS2 and Leading Petty Officer of the Administrative department. Three short years later, CS1 and three more years, he was selected for Chief Petty Officer as part of the Fiscal Year 2005 class.
After selecting for Chief, he served on an Active-Duty Special Work detail working in Personnel Support Detachment Denver. The following year he was selected as the chairman for the FY07 Chief Petty Officer Induction Class. In spring of 2007, he volunteered for mobilization with Navy Customs Battalion Tango deploying to Iraq and Kuwait.
After mobilization, school became a focal point and he completed his bachelor’s degree from Fort Hays State University in May 2010. That same spring, he was selected for Senior Chief Petty Officer and in the summer submitted a Direct Commission Package and was picked up for Ensign in the Supply Corps. He served as a Canvasser Recruiter with Navy Recruiting District Denver and was selected for Human Resources Full Time Support in April 2017. His previous TAR tours were with Navy Region Southeast Reserve Component Command Fort Worth saw him serve as Department Head for multiple codes; then on to Commanding Officer Navy Reserve Center Cheyenne, WY, Enlisted Production Officer for Navy Recruiting Reserve Command before assuming the Executive Officer position with Reserve Talent Acquisition Group Central.
CDR Shepard’s personal awards include Meritorious Service Medal. Navy Commendation Medal (8 Awards), Army Commendation Medal, Navy and Marine Corps Achievement Medal (6 awards), Army Achievement Medal, and numerous campaign and service ribbons.
