Rear Adm. Dave Barnes grew up in Los Angeles, California, is a graduate of Point Loma Nazarene College where he earned a Bachelor of Arts. He was commissioned through the University of San Diego Naval Reserve Officer Training Corps (NROTC) program. He earned a Master of Arts in International Relations and Strategic Studies from the U.S. Naval War College, and a Master of Business Administration from the University of Southern California. He was designated a Naval Flight Officer in 1995.
His initial flight training was with Training Squadron TEN and the 562nd Flight Training Squadron. He then flew with Fleet Reconnaissance Squadron THREE in Oklahoma City, Oklahoma. He affiliated with the Navy Reserve in 2001.
His reserve staff assignments include Commander THIRD Fleet Joint Forces Air Component Command, direct report to Commander Naval Special Warfare Command, and the Naval Special Warfare Advanced Training Command. He served as Executive Officer of Commander THIRD Fleet Headquarters, and the Global Network Operational Security Command. He also served the Deputy Commander, Navy Reserve Region Readiness and Mobilization Command Fort Worth (REDCOM FTW). He was mobilized to Al Dafra Air Base, United Arab Emirates as Officer In Charge of the Broad Area Maritime Surveillance unmanned aerial vehicle detachment, and to Commander Naval Surfaces Forces, U.S. Pacific Fleet.
His reserve command tours include Commander Naval Air Wings Pacific, Fleet Combat Training Center Pacific, Special Operations Command Pacific, Naval Forces Europe / Africa / U.S. SIXTH Fleet Maritime Partnership Program Detachment 130 in Naples, Italy, U.S. Indo-Pacific Detachment 701, and Commander Naval Information Warfare Systems Command Reserve Program.
His awards include two Legion of Merit, two Defense Meritorious Service, three Meritorious Service Medals, and six Navy Commendation medals, along with various personal and campaign medals including several teams that earned Meritorious Unit Commendation. He accumulated over 1500 hours in military aircraft.
