Born in Chicago, IL and raised in Pittsburgh, PA, CDR Hoffmann attended Carnegie Mellon University in Pittsburgh, graduating in 2004 with a BA in Philosophy and European Studies and in 2005 with a MA in Philosophy. He completed an exchange program with the Royal Navy at Britannia Royal Naval College (BRNC) Dartmouth in 2001 and was commissioned in May 2005 via the Reserve Officer Training Corps program.
From August 2005 to December 2007, he served as Combat Information Center Officer and Assistant Operations Officer in USS FITZGERALD (DDG 62) forward deployed to Yokosuka Japan, and from February 2008 to September 2009, he served in USS BOXER (LHD 4) as Assistant Damage Control Assistant and as Damage Control Assistant. Following the completion of Department Head School, he reported to USS DEWEY (DDG 105), where he served as Chief Engineer from April 2013 to August 2014. He reported to Destroyer Squadron ONE in August 2014, and served as Future Operations Officer (N5), Combat Systems Officer (N6), Training Officer (N7), and Staff Director until March 2016. He served in USS THEODORE ROOSEVELT (CVN 71) as Damage Control Assistant from June 2019 to December 2020.
Ashore, CDR Hoffmann served as Steam, Diesel, and Gas Turbine Assessor and Project Officer for Engineering Assessments Pacific from September 2009 to March 2012, and completed Joint Professional Military Education (JPME) Phase I in 2011. In April 2016, he reported to the staff of Commander, Naval Surface Forces, U.S. Pacific Fleet, where he served as Force Personnel Officer (N13) until March 2019. Reporting to the Naval Surface and Mine Warfighting Development Center’s Sea Combat Division in January 2021, he served as the Capabilities, Requirements, and Experimentation Officer (N8/N9) and as Warfare Tactics Instructor (WTI) Program Manager for the Surface Advanced Warfighting School (SAWS) until October 2022. He reported to Navy Talent Acquisition Group (NTAG) Phoenix in November 2022, to serve as Executive Officer. In May of 2024, Commander Hoffmann assumed command of NTAG Phoenix.
His personal decorations include the Meritorious Service Medal (4 Awards), the Navy and Marine Corps Commendation Medal (3 Awards), Navy and Marine Corps Achievement Medal, and various campaign/unit awards.
