CDR Ryan Decker is a native of New Florence, PA.  He enlisted in the Navy in September 1995 and completed Recruit Training Command, Great Lakes the same year. He then continued to Yeoman “A” School in Meridian, MS.  He was commissioned as a Limited Duty Officer in November 2010.  He received his Bachelor of Science in Psychology from Excelsior College in 2013 and completed his master’s in human resource management from Trident University in 2017. In June 2021, he earned a Master of Arts in National Security and Strategic Studies from the Naval War College (NWC).

Commander Decker’s enlisted tours include Surface Warfare Officers School Command, USS Shreveport (LPD 12), Naval Nuclear Power Training Command, and Electronic Attack Squadron One Three Seven (The Rooks).  He made Chief Yeoman in 2006.

Commander Decker’s first officer tour was in November 2010, at Fleet Air Reconnaissance Squadron Four, where he was the Administrative Officer for a squadron of 600 Sailors.  Additionally, he was the Officer in Charge for an 80-Sailor Mobile Maintenance Team.  In July 2013, he reported to Officer Training Command as an LDO/CWO Mustang University Instructor.  In 2015 he lateral transferred to Human Resources (HR) Officer. 

His first tour as an HR officer was at Navy Recruiting District Raleigh in June 2016. As the Operations Officer for NRD Raleigh he was responsible for the largest recruiting district on the East Coast covering all of NC, SC and parts of GA.  In June 2020, he attended the Navy War College as a student for his master’s degree and Joint Professional Military Education level one certification.  In June 2021, he reported onboard USS Ford (CVN 78) as the Training Officer.  He was the first Training Officer to complete the ships work up/training cycle and first to deploy the ship overseas on NATO exercises.  He reported as Site Lead, for Learning Site Dam Neck, and XO, Navy Service Support Advanced Training Command, Dam Neck in May 2023.  He is currently the Executive Officer of NTAG Ohio River Valley.

His personal decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (eight awards), Navy and Marine Corps Achievement Medal (three awards) and various other personal, unit, service and campaign awards.  He has two daughters Ella and Sophie.
