CDR Richter is a native of Waldorf, MD. He attended Virginia Polytechnic Institute and State University, earning his Bachelor of Arts degree in History. Upon graduation in May of 2007, he commissioned as an Ensign and reported to USS WHIDBEY ISLAND (LSD 41), for his first tour of duty.

CDR Richter is a native of Waldorf, MD. He attended Virginia Polytechnic Institute and State University, earning his Bachelor of Arts degree in History. Upon graduation in May of 2007, he commissioned as an Ensign and reported to USS WHIDBEY ISLAND (LSD 41), for his first tour of duty.

 

Commander Richter’s at sea assignments include 2nd Division Officer and Electrical Officer aboard USS WHIDBEY ISLAND (LSD 41), where he deployed to Fifth Fleet, Damage Control Assistant aboard USS VELLA GULF (CG 72) where he deployed to Sixth Fleet, and Chief Engineer and Combat Systems Officer aboard USS KIDD (DDG 100), where he deployed to Fifth and Seventh Fleet.

 

Ashore, he has served as Advanced Division Officer Course (ADOC) and Conning Officer Virtual Environment (COVE) Instructor at Surface Warfare Officers School Command.  Most recently, he served as Gas Turbine Propulsion Plant Deputy at Engineering Assessments Pacific, responsible for shipboard engineering material readiness and certification in the Pacific Fleet.

 

CDR Richter’s most recent sea duty was as Executive Officer aboard USS Frank E. Petersen Jr.  (DDG 121).  In June 2024, CDR Richter assumed the position of Executive officer of Navy Talent Acquisition Group Ohio River Valley.

 

In 2013, he earned a Master’s of Science in Systems Technology and completed JPME Phase I at the Naval Postgraduate School.  

 

Commander Richter’s personal awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (3 awards), Navy and Marine Corps Achievement Medal (3 awards), as well as multiple unit and service awards.
