Mark Moran

Captain Mark Moran is a native of Rochester, New York, and enlisted in the Navy in 1988 in St. Louis, Missouri.
CAPT Moran began his career on USS Saratoga (CV-60) as an Operations Specialist, serving 4 years as an Anti- Submarine Air Controller and Anti-Surface module supervisor during Operation DESERT STORM. His next assignment was at Navy Recruiting District Buffalo as a recruiter, and recruiter-in-charge of a large metropolitan recruiting station in Rochester, New York. He continued his career on USS Lake Erie (CG-70) qualifying as CICWO, USWC, SUWC and earning honors as the Hawaii Navy League Sailor of the year.
Upon commissioning as an operations tech limited duty officer, he joined the USS Winston S. Churchill (DDG-81) in the pre-commissioning phase as the CIC officer, and deployed with her on the maiden deployment through Operation Iraqi Freedom. Earning his surface warfare officer qualification, he joined ATRC DAHLGREN where as a ballistic missile defense instructor he implemented the first AEGIS ballistic missile defense course and lab.
After becoming designated as Human Resource Officer, CAPT Moran’s first tour in that field was at NRD Minneapolis in 2006 as the enlisted programs officer (EPO), leading over 190 Sailors and civilians, 5 military entrance and processing stations over 8 states and 250,000 square miles. In 2008 he was selected as Region West EPO of the year and was hand selected to join the Region West team as enlisted program officer, an HR MILESTONE tour.
Upon successful completion of his LCDR HR milestone tour in 2011, CAPT Moran reported aboard NAVMAC. Working with PMS 339, he developed the first preliminary ship’s manpower document for LCS class ships as well as 22 other ships’ manpower documents, earning him a Navy and Marine Corps Achievement Medal as well as NAVMAC’s nomination for HR Junior Officer of the Year for 2013.
He was selected as CNRC Executive Assistant in May 2014 and served on CNRC N5 Staff as a lead for CNRC Optimization Project. As Deputy Director of PERS-44, he managed 97 senior military officers providing assignment and placement for over 30,000 billets and managed a budget of over 85 million dollars.
CAPT Moran assumed command of Navy Recruiting District Phoenix in April 2019 and his command was selected as District of the Year, being the top Navy recruiting district of 26 total districts in FY-19.
From June 2020 to July 2022 CAPT Moran served on the Joint Chiefs of Staff as the Human Capital Division Deputy and Joint Officer Matters Branch Chief orchestrating Joint Officer qualification boards for the Department of Defense.
As CNIC Deputy, Total Force Manpower, CAPT Moran led CNO directed establishment of the Navy Closure Task Force Red Hill, establishing a new organization providing environmental protection to the citizens of Hawaii.
He has a Master of Science Degree in Human Resources Management from Columbia Southern University, and he has received the Legion of Merit Medal, Department of Defense Meritorious Service Medal, as well as several Navy decorations across his 36-year career.
