CAPT Scott Bennie, a native of Southern California, is a 2004 graduate of the United States Naval Academy. He earned his master’s degree, graduating with distinction from the Naval War College in 2015.

As a Surface Warfare Officer, his first assignment was aboard the United States Ship (USS) Tarawa (LHA-1) from 2004 to 2006.  He then served as the Damage Control Assistant (DCA) on the USS Mobile Bay (CG-53) from 2006 to 2008. Following his sea tours, he was assigned to shore duty with the Naval Special Warfare Mission Support Center from 2008 to 2010.

In September 2010, CAPT Bennie transitioned to the Naval Reserve. He served as a reserve unit Department Head for Naval Beach Group One, Detachment 119 until March 2012, at which time he reported to Navy Recruiting District Los Angeles as an Officer Recruiter.

In the summer of 2016, he transitioned to the Human Resources Training and Administration of the Reserve (TAR) community. His first assignment in this community was at Navy Recruiting Command (NRC), where he served as the Deputy National Officer Programs Officer and the command's first-ever Transformation Officer, managing the first major overhaul of Navy Recruiting in 45 years.

CAPT Bennie later served as the Deputy Director of Field Operations at Navy Recruiting Command before taking command of Navy Operational Support Center (NOSC) Erie, Pennsylvania, from June 2019 to June 2021.

Following his command tour, he transferred to Commander, Navy Reserve Forces Command (CNRFC). During his time there, he spent 18 months as the Manpower representative for Budget Submitting Office (BSO) 72 and 18 months as the lead for Reserve Assignments and Reserve Force Structure (CNRFC N12).

Most recently, CAPT Bennie served as Head, Navy Reserve Officer Community Manager (BUPERS-3151) at the Bureau of Naval Personnel.
