Commander Jason Blickens is a native of Clarks Summit, Pennsylvania and holds a Bachelor of Science degree in Business Management and a Master of Business Administration from the University of Arkansas. He joined the naval service in 1992 and earned his commission through the Limited Duty Officer program.

At sea, he served aboard USS Cape St. George (CG 71), USS Gunston Hall (LSD 44), USS Theodore Roosevelt (CVN 71), USS Dwight D. Eisenhower (CVN 69) as Asst First LT,
Naval Beach Group 2 as Detachment Officer in Charge, Assault Craft Unit 2 as Operations Officer, Amphibious Construction Battalion 2 as Bravo Company Commander, USS Arlington (LPD 24) as First Lieutenant, and USS Ronald Reagan (CVN 76) as First Lieutenant.

His shore tours include aboard Naval Recruiting District Pittsburgh, Commander Fleet Activities Chinhae, Korea as Port Operations Officer, Naval Station Norfolk, as Director of the Hampton Roads Area Boat Repair Facility and Hampton Roads Area Scheduling Officer, Naval Base Guam as Port Operations Officer, Officer Training Command Newport as LDO/CWO Academy Director
