CDR Shaina M. Hogan is the daughter of a Navy Sailor, and a native of Wichita, Kansas. She commissioned as a Surface Warfare Officer from the United States Naval Academy in 2005 with a degree in Information Technology.

As a SWO, she served on USS ANTIETAM (CG 54) as the Strike Officer, where she completed two WESTPAC deployments in support of Operations IRAQI FREEDOM and ENDURING FREEDOM. Her next assignment was as a plank owner on USS FREEDOM (LCS 1) as the Navigator and Assistant Operations Officer. She then transferred to CNE/CNA/C6F in Naples, Italy, and supported Fleet Maritime Operations and Operations ODYSSEY DAWN and UNIFIED PROTECTOR as an ATFP Officer and Assistant Battle Watch Captain in the Maritime Operations Center.

While stationed there, she earned her Master of Human Relations from the University of Oklahoma and laterally transferred to the Human Resources (HR) community in January 2013. As an HR Officer, she has served as an Administrative and Personnel Officer at Naval Nuclear Power Training Unit; Training Officer aboard USS GEORGE WASHINGTON (CVN 73); Director of General Officer Programs, Director of the Commander’s Action Group, and Executive Assistant to the Commander, Navy Recruiting Command; and most recently as the Human Resources and Permanent Military Professor Officer Community Manager at the Bureau of Naval Personnel.

Currently, Commander Hogan serves as the Chief of Staff and Commanding Officer of Staff at Navy Recruiting Command. Commander Hogan’s personal awards include the Meritorious Service medal (with two Gold Stars), Navy and Marine Corps Commendation Medal (with two Gold Stars), and Navy and Marine Corps Achievement Medal (with two Gold Stars), as well as multiple unit and service awards. She completed the in-resident Joint Professional Military Education Phase I training at U.S. Army Command and General Staff College. She has earned her Professional in Human Resources, Society of Human Resources Management, and Lean Six Sigma Green Belt Certifications. She is married and has two children.
