In May 2026, Captain Todd S. Levant took over as the Commanding Officer of Navy Recruiting Region East. He is native of Chicago, Illinois, commissioned into the United States Navy through Officer Candidate School as a Surface Warfare Officer in 2000. He earned a Bachelor of Science in Speech Pathology from Eastern Illinois University in 1998 and a Master's Degree in Speech Pathology from the University of Illinois at Urbana Champaign in 1999. Additionally, he holds a Master’s Degree in International Relations from Salve Regina University.
His sea tours include serving aboard USS CARR (FFG 52) before attending the Surface Warfare Officer’s School at Newport, RI. His various division officer assignments aboard the USS FITZGERALD (DDG 62), SENTRY (MCM 3), USS BONHOMME RICHARD (LHD 6) and he completed an Executive Officer and Commanding Officer tour onboard USS DEFENDER (MCM 2).
His shore assignments include serving as an instructor at Surface Warfare Officer’s School Command, planner and member of the Commander’s Design Team at United States Strategic Command, Executive Officer and Commanding Officer at Navy Talent Acquisition Group (NTAG) Phoenix, Operations Officer for Navy Expeditionary Combat Forces Central (NECFC) / Commander Task Force FIVE SIX and Deputy Commodore for Navy Expeditionary Combat Forces Central / Commander Task Force FIVE SIX.
As a Master Training Specialist, CAPT Levant has completed Joint Professional Military Educations Phase I and II. His military awards and decorations include the Navy and Marine Corps Achievement Medal, four Navy and Marine Corps Commendation Medals, the Meritorious Service Medal, and the Defense Meritorious Service Medal.
