Captain Patrick Copeland is a native of Manchester, Connecticut and received his commission in 2000 through the Rensselaer Polytechnic Institute ROTC program, where he earned a Bachelor of Science Degree in mechanical engineering.

 

Copeland’s initial duty assignment was as operations officer and training officer aboard USS Heron (MHC 52) in Ingleside, Texas, where he earned his surface warfare qualification. In 2003, he lateral transferred to the human resources community and served as the officer programs officer (OPO) at Navy Recruiting District New England, managing the accession of nearly 1,000 Officers into the Navy between 2004 and 2007. After his initial recruiting duty, he attended Navy Postgraduate School, where he earned a Master’s of Science Degree in finance and completed joint professional military education (JPME) Phase 1.

 

From 2008 to 2011, Captain Copeland was assigned to the comptroller shop at COMNAVAIRLANT, where he led all auditing efforts and managed an $80 million travel budget for all staff and deployable units. In 2012, he was selected as the training officer aboard USS Enterprise (CVN 65), where he managed the readiness of more than 3,000 personnel and deployed in support of Operation Enduring Freedom (OEF). Upon completing sea duty, he served as recruiting operations officer (R-OPS) at Navy Recruiting District New England from 2013 to 2016, earning the recruiting “R” for excellence for 3 consecutive years.

 

From November 2016 to May 2018, Captain Copeland served as the executive officer for Navy Recruiting District San Diego. From May 2018 to August 2019, he served as commanding officer of Navy Recruiting District San Diego, where he earned Region West Recruiting District of the Year. From August 2019 to April 2021, he served as Navy Recruiting Command Director of Field Operations for Navy Recruiting Command and Deputy Commodore of Region Central, leading all recruiting transformation efforts and overseeing 9 Navy Talent Acquisition Groups (NTAGS). In May 2021, he transitioned to Recruiting Command headquarters, where he served as the National Enlisted Programs Officer and Director of Operations, overseeing all enlisted and officer recruiting efforts until June 2023. He is currently serving as Deputy Commodore for Navy Recruiting Region East.

 

Captain Copeland’s personal awards include the Legion of Merit, Meritorious Service Medal (two awards), Navy Commendation Medal (five awards) and Navy Achievement Medal in addition to numerous unit commendations and campaign awards.
