Cmdr. Joseph Gilligan is a native of Long Beach, California and raised in Flower Mound, Texas. He graduated from the United States Naval Academy in 2007 with a Bachelor of Science in History and a minor in Spanish. In July 2007, he reported to Naval Air Station Pensacola, Florida and began Naval Flight Officer (NFO) training, earning his wings of gold in August 2008.
Cmdr. Gilligan’s initial fleet tour was in Kaneohe Bay, Hawaii with Patrol Squadron NINE (VP 9) from 2009 to 2012. He completed deployments to the FIFTH Fleet and SEVENTH Fleet Areas of Responsibilities while qualifying as Mission Commander, Instructor Coordinator and serving as the NFO NATOPS Officer. From 2012 to 2015, he was assigned to Air Test and Evaluation Squadron ONE (VX-1) in Patuxent River, Maryland where he served as the Operational Test Director for Multi-static Active Coherent (MAC) during Initial Operational Testing and Evaluation (IOT&E) on the P-3C and P-8A, earning the Department of the Navy Aspiring Tester of the Year award in 2014. Gilligan also completed the Maritime Weapons Tactics Instructor (WTI) course during this tour, qualifying as WTI in 2013.
In 2015, Cmdr. Gilligan reported to BUPERS Sea Duty Component Dallas, Texas where he served as the Operations Officer during Developmental Testing of the Advance Airborne Sensor (AAS) until October 2017. Following this tour, he was assigned to Patrol Squadron 30 (VP 30) as a pre-department head where he served as the lead for AAS Fleet Introduction and supported AAS IOT&E as a trusted agent to VX-1.
Cmdr. Gilligan joined Patrol Squadron 45 (VP 45) in February 2019 for his Department Head tour where he completed two operational deployments to 7th Fleet and served as the Operations Officer, Training Officer and Tactics Officer. Following this tour, Gilligan reported to Task Force 67 in Sigonella, Italy in November of 2021 as the N9, where he oversaw all P-8A Theater Undersea Warfare operations while supporting various special projects, tactics development, and operational assessments.
Cmdr. Gilligan is a qualified P-8A Weapons and Tactics Instructor, Mission Commander, Instructor TACCO and AAS Tactical Officer with more than 2,000 flight hours across the P-8A and P-3C. In addition to various campaign, service, and unit awards, his personal awards include the Meritorious Service Medal and the Navy/Marine Corps Commendation Medal (five awards).
