Master Chief Rivera was born and raised in Houston, TX, and graduated from Stephen F. Austin High School in 1999. In February 1999, he enlisted in the Navy. In January 2000, he attended Recruit Training Command in Great Lakes, IL. He then attended and graduated from machinist mate "A" school.

Master Chief Rivera’s first assignment was on the USS Mount-Vernon (LSD-39) in San Diego, CA where he served as work center supervisor and qualified boiler technician of the watch and earned his Enlisted Surface Warfare Specialist qualification. In August of 2003, he was assigned to the USS John C. Stennis (CVN-74) where he qualified chief auxiliary supervisor and earned his Enlisted Aviation Warfare Specialist qualification.


In November 2004, he reported to ENRO in Pensacola, FL., for recruiting school for his assignment to NRD Houston where he served as a recruiter at NRS Stafford and in July 2006 he was assigned as the LPO at NRS Missouri City, TX and in April 2007 as the LPO at NRS Lake Jackson, TX.


In September 2008, he attended the CRF Academy. In November 2008 he reported to NRD New York and was assigned as the LPO at NRS Hackensack, NJ. In August 2009 he earned his DLCPO qualification and in November 2009 he was assigned as the DLCPO in Northern New Jersey until November 2012.


In November 2012, he reported to Navy instructor training course (NITC) in Pensacola, FL. for his assignment to Navy Recruiting Command, as the national diversity program manager and in July 2014 he transferred to the (N7) national training/inspection team. In January 2016, he reported to NRD Chicago for his assignment as the officer assistant chief recruiter and in August 2016 he assumed the duties and responsibilities as the enlisted chief recruiter. In June 2019, he was assigned as the chief recruiter for NRD Chicago. In January 2020 he transferred to NTAG Houston and assumed responsibility as the chief recruiter.


Master Chief Rivera’s decorations include Navy Commendation Medal (three gold stars), Navy Achievement Medal (two gold stars), Meritorious Unit Commendation, Navy Battle “E” Ribbon, Navy Good Conduct Medal (five bronze stars), National Defense Service Medal, Armed Forces Expeditionary Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Navy Sea Service Ribbon (two bronze stars), Navy Recruiting Service Ribbon.
