Commander Horn, a native of Alexandria, Virginia, graduated from the United States Merchant Marine Academy in 2003, earning a Bachelor of Science in Logistics and Intermodal Transportation. He reported to VT-27 at NAS Corpus Christi, TX in 2004 where he completed Primary Flight Training, followed by Intermediate Training at VT-31. Subsequently, he reported to advanced pilot training at VT-22 in Kingsville, TX, where he earned his Wings of Gold in June of 2006.
 
In October 2007, after completing the E-2C Hawkeye fleet replacement pilot syllabus at VAW-120, Commander Horn reported to the Screwtops of VAW-123 in Norfolk, VA. He joined the squadron on board USS ENTERPRISE (CVN 65) and

deployed in support of Operation ENDURING FREEDOM (OEF) and Operation IRAQI FREEDOM.

In June 2010, Commander Horn reported to the Naval Air Warfare Development Center (NAWDC) in Fallon, NV. While assigned to NAWDC, his duties included serving as an E-2 Weapons and Tactics Instructor (WTI), Air Wing Fallon instructor, and E-2 WTI course curriculum manager.

In June of 2013, Commander Horn reported to the Bear Aces of VAW-124 in Norfolk, VA as the Training Officer. While assigned to VAW-124, he completed a nine-month combat deployment onboard USS GEORGE W. BUSH (CVN 75) in support of OEF and Operation INHERENT RESOLVE (OIR). In February of 2015, Commander Horn received orders to
VAW-123 as an aviation Department Head. While assigned to VAW-123, he served as Admin Officer and Maintenance Officer. In 2016, he completed his third combat deployment with VAW-123 onboard USS DWIGHT D. EISENHOWER (CVN 69) in support of OIR.

Following his Department Head tour at VAW-123, Commander Horn reported to the U.S. Naval War College as a student in July of 2017. While in attendance at the Naval War College, he was enrolled in the Maritime Advanced Warfighter School. In June of 2018, he earned a Master’s degree from the Naval War College and was designated a qualified Naval Planner. Upon completion of Naval War College, he was assigned to the J35 division of the Joint Chiefs of Staff. As a member of the Joint Chiefs of Staff, he helped develop sourcing solutions to meet demands of the geographic Combatant Commanders through the integration of joint, interagency, and multi-national capabilities.

On August 21, 2020 Commander Horn assumed the duty and responsibilities of executive officer Navy Recruiting District Raleigh. Navy Recruiting District Raleigh rebranded to Navy Talent Acquisition Group Carolina on October 1, 2020. He later assumed the duties and responsibilities of Commanding Officer, Navy Talent Acquisition Group.

Commander Horn has over 3000 flight hours in four different naval aircraft, and has accumulated nearly 400 hundred carrier arrested landings. His personal decorations include the Air Medal (4), the Defense Meritorious Service Medal (1), the Navy Commendations Medal (2), and various unit, campaign and service awards.
