A native of Florence, Texas, Commander Brown received his commission through the Naval Reserve Officer Training Corps program at the University of Texas at Austin. Upon completion of Navy Nuclear Training Command and Prototype courses in Charleston, SC, and Submarine School in Groton, CT, he reported to the USS Maine, SSBN 741(G) and served as Damage Control Assistant, Auxiliary Division Officer, Ships Diving Officer, and Assistant Navigation Officer. After serving five strategic deterrent patrols he transferred to Navy Recruiting Command Region East, where he served as a Nuclear Program accessions officer.
Commander Brown was selected for redesignation to the Civil Engineer Corps and reported to NAVFAC Marianas, where he served as the Public Works Production Officer. Subsequent tours include an Individual Augmentee tour in Djibouti, Africa, as a construction manager, and a company commander deployment with Naval Mobile Construction Battalion 74 in Okinawa, Japan; a division director tour with Navy Personnel Command, Reserve Personnel Management (PERS-97), and for Commander, Navy Reserve Forces Command, he served as the N11 Reserve Pay, Incentives, and Force Retention Division Director. He served as the N1 Manpower, Personnel, and Pay Department Head for Navy Region Readiness and Mobilization Command Fort Worth, assumed command of navy Reserve Center El paso, served as the Executive Officer for Navy Reserve Center Fort Worth, and currently serves as the Executive Officer for Navy Talent Acquisition Group San Antonio.
Commander Brown holds a Bachelor of Science Degree in Aerospace Engineering from the University of Texas at Austin, and a Master of Science Degree in Operations Management from the University of Arkansas.
