Cdr. Richard Jarchow is a Toledo, Ohio native and the son of a former Navy Surface Machinist’s Mate. He enlisted in the U.S. Navy in 1996, and served as a Submarine Machinist’s Mate, achieving the rank of Petty Officer First Class. In 2007, he was commissioned through the Limited Duty Officer Program and designated as a submarine repair officer. In 2014 he laterally transferred to the Human Resources Community. 

Cdr. Jarchow earned a Bachelor of Science degree in Public Administration from Central Michigan University in 2012, followed by a Master of Science degree in Human Resources Administration in 2015.  His professional military education includes the U.S. Army’s Command and General Staff College for Joint Professional Military Education and the U.S. Navy’s Advanced Human Resources Course.

His operational assignments include tours aboard fast attack submarines USS Asheville (SSN 758) and USS Springfield (SSN 761), followed by a tour onboard Platoon THREE, Advanced SEAL Delivery System, SEAL Delivery Vehicle Team ONE, which included deployments in support of Operation Enduring Freedom in Afghanistan.

Ashore, he served in various roles, including as an enlisted recruiter and later operations officer at Navy Recruiting District Michigan, learning standards officer at Recruit Training Command, commanding officer at Military Entrance Processing Station Milwaukee, branch head at Navy Personnel Command (PERS 832), and executive officer at Recruit Training Command.

Cdr. Jarchow became the executive officer of Navy Talent Acquisition Group Pacific Northwest in May 2024 and assumed the role of commanding officer in October 2024.

His personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal (two awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal (five awards), the Combat Action Ribbon, and various unit and campaign awards.
