CDR Zachary Franklin is a native of Gurdon, Arkansas and a 2008 graduate of The Citadel, the Military College of South Carolina, with a Bachelor of Science in Business Administration. He subsequently entered flight training and earned his wings in March 2010.

 

Franklin’s operational tours include serving as the Personnel Officer and PR/AME Branch Officer while flying the P-3C Orion with PATROL SQUADRON EIGHT (VP-8). While attached to VP-8 he flew in support of Global War on Terror and counter-narcotic operations. Following this tour he re-designated into the Human Resources community. He also served as the Training Officer aboard USS CARL VINSON (CVN 70), executing a dynamic work up cycle to prepare the crew to forward deploy with the F-35C Lightning and the CMV-22 Osprey for the first time in the Navy’s history.

 

Ashore, Franklin’s assignments included duties in multiple Workforce Classification division officer roles at the Navy Manpower Analysis Center and the Enlisted and Officer Programs Officer at Navy Recruiting District Phoenix, where they won the Golden R in 2019 for the best recruiting district in the Nation.

 

He holds a Master of Science in Operations Management from the University of Arkansas, a Master of Science in Systems Analysis from the Naval Postgraduate School, and completed JPME I in residence at the Army’s Command and General Staff College in Fort Leavenworth, KS.

 

He most recently served as the Branch Head for Navy Personnel Command PERS-452, Statistics and Allocations.

 

He is married to the most wonderful woman in the world and they have two amazing children together.
