Captain Robert L. Moran enlisted in the Navy as an electronics technician in 1990. Upon graduating from electronic technician “A” school, he went on to serve onboard USNS Joshua Humphreys (T-AO 188), Admin Support Unit Bahrain; Naval Diving and Salvage Training Center, Panama City; and Naval Special Warfare Unit One whereby he was selected into the enlisted commissioning program.

Captain Robert L. Moran enlisted in the Navy as an electronics technician in 1990. Upon graduating from electronic technician “A”school, he went on to serve onboard USNS Joshua Humphreys (T-AO188), Admin Support Unit Bahrain; Naval Diving and Salvage TrainingCenter, Panama City; and Naval Special Warfare Unit One whereby he was selected into the enlisted commissioning program. 

 

CAPT Moran graduated from University of Florida with a Bachelor’s ofScience in psychology with honors and a commission in the United States Navy. 

 

Upon completion of his undergraduate degree, Moran attended surface warfare officer training in Newport Rhode Island. He served subsequent tours as the damage control assistant (DCA) onboard USS Paul F Foster (DD-968) and as the operations officer onboard USS Devastator (MCM-6). 

 

While onboard Devastator, Captain Moran laterally transferred to the Human Resource Community in2003 and upon completion of this tour, reported to his first HR related position as the officer in charge,Commander Fleet Activities Yokosuka Japan, Yokohama Detachment. He completed subsequent HR tours as chief, human resources and career development, Defense Information Systems Agency-Europe; chief, manpower and personnel to the deputy commander of police, NATO Training Mission - Afghanistan; commanding officer, Transient Personnel Unit Puget Sound; chief, manpower management/CO NavyElement Enlisted, United States Transportation Command; commanding officer, Navy Talent AcquisitionGroup Ohio River Valley; and most recently Navy Region Europe, Africa, Central as Deputy N1. 

Captain Moran reported to Navy Recruiting Command Region West on 24 October, 2022. Moran earned aMasters in Business Admin in 2002 and a Masters in Human Relations in 2007. His personal awards include the Purple Heart, Defense Meritorious Service Medal (3), Meritorious Service Medal (3), NavyCommendation Medal (2), Army Commendation Medal (w/V Device), Joint Service Achievement Medal,Navy Achievement Medal (4), Combat Action Ribbon, as well as numerous campaign and unit awards.
