Born in Berlin, Germany to an Army family, Commander Roy received a bachelor's degree in computer science from the United States Naval Academy and was commissioned in May 2003. After completing helicopter training, he was designated a Naval aviator in September 2005.

Cmdr. Roy's operational assignments include Helicopter Anti-Submarine Squadron (HS) FIVE, Helicopter Sea Combat Squadron (HSC) EIGHT FOUR, and HS/HSC-11 where he has flown the H-60F/H and MH-60S Seahawk helicopters. He has completed three carrier air wing deployments onboard USS Dwight D. Eisenhower (CVN-69) and USS Theodore Roosevelt (CVN-71), an individual augment to the Joint Personnel Recovery Center at the
Combined Air and Space Operations Center, Al Udeid Air Base, Qatar, and three deployments as part of Combined Joint Special Operations Air Component in support of Special Operations Command Central.

His first shore assignment was aide to the president of the Naval Postgraduate School (NPS) located in Monterey, California. Immediately following his aide tour, Commander Roy earned his Masters of Science in computer science from NPS. Roy completed his Joint assignment as a chemical biological radiological and nuclear (CBRN) exercise project officer at the Defense Threat Reduction Agency, Fort Belvoir, Virginia. In September 2019 he reported to Navy Talent Acquisition Group Great Lakes as executive officer and assumed command in September 2020.

Commander Roy's personal awards include the Defense Meritorious Service Medal, Air Medal Strike/Flight (3), and Navy Commendation Medal (2). He has accumulated over 2,250 flight hours the majority of which are in H-60 helicopters.
