A native of Cidra, Puerto Rico, Commander Joel Rodriguez graduated from the U.S. Naval Academy in 1998 with a Bachelor of Science degree in aerospace engineering. He has served at sea in guided missile cruisers, guided missile frigates and a mine warfare ship.
As a division officer, he was assigned as electrical officer and auxiliaries officer aboard USS Port Royal (CG 73) from 1999 to 2001 and as fire control officer aboard USS Kauffman (FFG 59) from 2001 through 2002 in support of operation SOUTHERN WATCH and operation ENDURING FREEDOM. Following department head school in late 2005, he served as engineer officer aboard USS Guardian (MCM 5) in Sasebo, Japan, and USS Normandy (CG 60) in Norfolk, Virginia. He then served as an action officer in the U.S. SEVENTH Fleet Staff embarked on USS Blue Ridge (LCC 19) and forward deployed to Yokosuka, Japan from 2009 to 2011. He reported to USS Taylor (FFG 50) as executive officer in October 2012 deploying to the Black, Mediterranean, and Caribbean Seas. He assumed command during decommissioning in 2015.


Ashore, Rodriguez attended the Naval Postgraduate School, earning a master of science degree in astronautical engineering and a diploma from the Naval War College of Command and Staff in early 2005. He served as an instructor at the Surface Warfare Officer School Command in 2011 and 2012 and holds a Navy subspecialty in space systems engineering. Commander Rodriguez assumed command of Navy Recruiting District San Francisco in December 2016.
