Cmdr. Mary C. Decker, the daughter of U.S. Air Force veterans of the Korean War, was raised in Spokane, Washington. Decker holds a Bachelor of Science in administration and management from Excelsior College, a Master of Business Administration with a concentration in human resources from Columbia Southern University; Senior Professional in human resources certification, and United Services Military Apprenticeship Program counselor certification.


Decker enlisted in the Navy in 1986 and attended basic training at Recruit Training Command Orlando, Florida. She completed basic electricity and electronics training and electrician’s mate “A” school in Great Lakes, Illinois. She converted from electrician’s mate to navy counselor in 1995. In 2003, she was commissioned as an ensign under the limited duty officer program (6410), and in 2015 she redesignated to human resources officer (1200).

 

At sea, she served aboard USS Yellowstone (AD 41), with two deployments to the Mediterranean Sea and Indian Ocean; USS Emory S. Land (AS 39), where she served as the command career counselor and was selected as the Navy-wide 1997 career counselor of the year; in USS Abraham Lincoln (CVN 72), as the command career counselor, deploying to the Arabian Gulf in support of Operations Enduring Freedom and Iraqi Freedom.

 

Her enlisted shore assignments include Port Operations, Little Creek, Virginia, as dockmaster; Norfolk Naval Station as educational services assistant and family care policy assistant; Shore Intermediate Maintenance Activity, Little Creek, as electrical planner and estimator and assistant command career counselor; and Naval Ocean Processing Facility, Whidbey Island, Washington as N1 leading chief petty officer and command career counselor.

 

Her officer assignments include Joint Staff, Lajes Air Force Base, Terceira, Azores, J1 and manpower and personnel officer; Training Air Wing FOUR N1 and contracting officer representative for administrative contracts; Naval Mine and Anti-Submarine Warfare Command flag secretary and N1 assistant chief of staff; Mobile Mine Assembly Group N1; Individual Augmentee deployment to Joint Task Force, Guantanamo Bay, Cuba, J1/JIG Headquarters & Headquarters Detachment commander; Navy Installations Command, where she stood up Personnel Support Detachment, Joint Base San Antonio, Texas as its first officer in charge; Deputy, Assistant Secretary of the Navy, International Programs, Washington Navy Yard, director of administration; executive officer of Naval Technical Training Center, Meridian. Decker is currently serving as the executive officer of Navy Recruiting District, Houston.

 

Decker’s personal awards include the Meritorious Service Medal (two awards), Joint Commendation Medal (two awards), Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal (five awards), Good Conduct Medal (four awards) and various unit and campaign awards. Decker has completed numerous Navy service schools.
