Commander Frank Ryan enlisted in the Navy in 1992 and was initially assigned to Fighter Squadron 24 (VF 24), Naval Air Station Miramar, San Diego, California. Here he completed two western Pacific deployments onboard USS Nimitz (CVN 68), while serving as executive yeoman.
Upon departing VF 24, he reported to Pearl Harbor, Hawaii,where he served as administrative yeoman to commanding officer, Naval Station Pearl Harbor. During this tour he completed a Bachelor of Arts degree and was selected to attend officer candidate school.


Commissioned in September 2000, Ryan attended SWOSDOC at the surface warfare officer school, Newport, Rhode Island, graduating in 2001. His first assignment was as repair division officer onboard USS Whidbey Island (LSD 41). Following his division officer tour he reported to commander, Destroyer Squadron 28 (DESRON 28) as training officer and completed a
deployment onboard USS George Washington (CVN 73) in support of Operation Iraqi Freedom.
Cmdr. Ryan then attended Naval Postgraduate School, Monterey, California, where he earned a masters degree in business administration in manpower systems analysis. He completed Joint Professional Military Education Phase I and conducted research in the lateral transfer and redesignation process and its impact on the unrestricted line.
Completing department head training in 2007, Ryan reported as operations officer onboard USS Carr (FFG 52). This was followed with a second department head tour with DESRON 28 as future operations, where he deployed with USS Eisenhower (CVN 69) in support of Operation Enduring Freedom. Following this tour, he was assigned to U.S. Fleet Forces Command as executive assistant to the chief of staff, and as second tour department head detailer in PERS-41. This was followed by assignment as flag secretery to commander, Carrier Strike Group ONE, deploying onboard USS Carl Vinson (CVN-70) to the SEVENTH FLEET AOR.


Ryan assumed duties as executive officer for Navy Recruiting District Denver in ceremonies conducted 1 December 2017.


His personal awards include the Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal (five awards), Army Achievement Medal, Good Conduct Medal (two awards), and various campaign and service decorations.
