Master Chief Petty Officer Franklin Tiongco enlisted in the U.S. Navy on 17
June 1991. He completed Basic Training at Great Lakes Naval Training Center
followed by “A” school technical training as an operations specialist at Dam
Neck, VA. His first operational assignment was to USS Normandy (CG-60).
Upon completion of Sea Duty, he was released from active duty in 1994.
In Sept of 1995, OS3 Tiongco was recalled to active duty as a Naval reserve
canvasser recruiter assigned to Naval and Marine Corps Reserve Center
Pittsburgh, PA. His lateral assignments include: recruiter in charge NRRS Seattle; Zone Supervisor, Columbia, SC covering all of South Carolina, Charlotte, NC and Augusta, GA; zone supervisor for the first consolidated Active and Reserve Recruiting Zone stationed in Jackson, MS; trainer and inspector assigned to Commander Navy Recruiting Command National Inspection and Training Team; assistant chief recruiter Navy Recruiting District Pittsburgh; assistant chief recruiter, Navy Recruiting Command Region West; senior enlisted leader, Navy Recruiting Command and chief recruiter, Navy Recruiting District San Diego.


Master Chief Tiongco is currently assigned as the national chief recruiter for Navy Recruiting Command.


Master Chief Tiongco’s decorations include the Navy Meritorious Service Medal (first award), Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (five awards), Meritorious Unit Commendation award (three awards), Battle “E” ribbon (two awards) and numerous other campaign service medals and ribbons.
