Navy Counselor 1st Candilyn Elam, a Compton, California native, was named Commander, Navy Recruiting Command (NRC) Sailor of the Year (SOY) for 2018.

Elam was selected as SOY over every Sailor in the recruiting enterprise and competed against the Navy Recruiting Region East SOY, Personnel Specialist 1st Class Kelvin Turner, and NRC headquarters’ SOY, Engineman 1st Class Carlo Flaccavento. This honor is earned based on qualities such as leadership, professionalism, dedication and sustained superior performance that stands out from all other Sailors of the same magnitude. 

"Thank you all for what you have done for recruiting,” said McLane. “Thank you for your leadership. You have all truly led by example."

Across 20 Navy Recruiting Districts (NRD) and six Navy Talent Acquisition Groups (NTAG), the NRD Houston Sailor represented the highest of recruiting standards. 

Elam expresses that she was selected for this award because of her quality leadership and high working standards. 

“I am very excited to be named Sailor of the Year for Navy Recruiting Command,” said Elam. “I never expected to win this award. I’m happy to represent the command and people who think that recognition like this is so hard to earn.”

Elam joined the Navy in 2006 as a machinist’s mate, and six years later she made the career change to become a recruiter. She said that recruiting allows her to change lives in a positive way by offering Future Sailors a career in the Navy. 

“The Navy has helped me a lot and changed my life for the better,” said Elam. “I wanted a job where I am hands-on with shaping the future of Navy. I know there are so many people out there that grew up the way I grew up or were raised in a way that the Navy would be very beneficial to them. I feel that being out in the world, sharing my experiences in the Navy, and what it has done for me is the perfect way to help people.”

Elam will now move on to compete as the Naval Education Training Command SOY and later Chief of Naval Operations SOY.

The Navy’s recruiting force totals over 6,100 personnel in more than 1,200 recruiting stations around the globe. Their combined goal is to attract the highest quality candidates to assure the ongoing success of America’s Navy.

NRC consists of a command headquarters, two Navy Recruiting Regions, 20 Navy Recruiting Districts and six Navy Talent Acquisition Groups that serve more than 1,200 recruiting stations across the country.
