Command Philosophy

Navy Recruiting Command Team,

As I begin my service as your Commander, I would like to thank you for your selfless service and sacrifice to our nation. It is through the contributions of every member of our talented Recruiting family that we continue to meet our goals and overcome our emerging challenges. As we strengthen this already extraordinary Team and continue to “recruit our reliefs,” I want to share some thoughts about my expectations. Plain and simple, my job is to ensure you have what you need to succeed and meet our Recruiting mission.

RECRUITING READINESS – Readiness is the key to mission success. Together, we will ensure our Districts, Regions and Headquarters are at their peak. It is our job to ensure our Recruiters, Future Sailors and families are prepared for tasking. I expect proficient Leaders to demonstrate caring attitudes toward the Sailors and civilians in their charge. We must lead from the front and set the example at all times. Caring for our people is the foundation of the Navy. The most precious asset we have is each other, and it is essential our Team knows we care for them and their families. My headquarters staff will be your advocates to ensure your concerns are addressed.

ARTICULATE EXPECTATIONS - I firmly believe in covenant relationships. Our Recruiters must know what is expected of them and, in turn, they need to know what they can expect from their leadership. Relationships are the backbone of everything we do and everything we must achieve. I expect LEADERSHIP at every level to take care of these proud Recruiters and their families.

TRANSPARENCY IS THE KEY TO SUCCESS – Communication up and down the chain of command is essential. I understand and fully expect negative issues to arise whether it is technical, natural or human in nature. Bad news does not get better with time, so I fully expect timely and honest reporting. Alternatively, I ask that you also share your good news as quickly as possible. It is important that we relish our victories in celebration of our hard work.

I am honored and proud to serve with you as we inform, inspire, influence, and hire the best and the brightest to serve in America’s Navy – A Global Force for Good.

ONE TEAM, ONE FIGHT!

NRC Brief History

From the time of the Revolutionary War, Navy recruiters have been a part of our country’s history. In 1775, our first Navy recruiters were assigned to the Marine Committee, established during the nation’s war for independence. As the importance of a naval force grew, the Secretary of the Navy assumed direct responsibility for recruiting. The mission of recruiting was later delegated to the Bureau of Construction and Repair, and then to the Bureau of Navigation, with assignment to the Bureau of Naval Personnel in 1942.

From 1942 to 1971, the Chief of Naval Personnel remained directly responsible for our Navy’s recruiting mission. On April 6, 1971, in response to the end of the military draft and an increased emphasis on Navy recruiting, the Secretary of the Navy established the Navy Recruiting Command to serve as a field activity of the Chief of Naval Personnel. The last draft calls were made in December of the following year.

Navy Recruiting Command remained in Washington, D.C., until July 1999, when the headquarters relocated to its current facilities at Naval Support Activity Mid-South, Millington, Tennessee.

As Navy recruiting brought one century to a close and opened another, the recruiting force’s dedication to mission success and determination to shape the future of our Navy and our country remains constant. With the ever-increasing technological sophistication of our Navy ships, submarines and aircraft, the Navy recruiter works tirelessly to find, inspire and recruit the best and brightest young men and women to serve this country in the diverse, high-tech Navy of the 21st century.
