Master Chief Petty Officer Neal was born in Florida and raised in Glen Burnie, Maryland.  He enlisted in the Navy in 1994 and completed Basic Training and Engineman “A” school at RTC/NTC, Great Lakes, Illinois.   
 
Master Chief Neal served onboard USS MONTEREY (CG-61) homeported in Mayport, Florida as an Auxiliaries Division technician.  It was during this time that he was advanced to Engineman Second Class and attended Small Boat Engine Overhaul and Cargo Weapons Elevator Maintenance School. In December 1997, he reported to USS WHIDBEY ISLAND (LSD-41) homeported in Little Creek, Virginia as a work-center supervisor of Auxiliaries Division. In June 1999, he reported to Instructor School at Service School Command Great Lakes, Illinois and spent the next three years teaching Engineman (EN) “A” school where he earned his Master Training Specialist qualification. In 2001, he was promoted to Engineman First Class Petty Officer and subsequently transferred to USS HARRY S TRUMAN (CVN-75) completing two major deployments in support of Operation Iraqi Freedom and Enduring Freedom. He was promoted to Chief Petty Officer in 2004.
 
In December 2006, he reported to RTC GREAT LAKES as a Recruit Division Commander where he trained nine Divisions and earned the Distinguished Leadership Award.  In June 2010, he reported to USS SHOUP (DDG-86) and served as Engineering Department LCPO (Top Snipe) and in 2012 reported to COMDESRON NINE as the Senior Enlisted Advisor and Auxiliaries Assistant (N42) where he was advanced to Master Chief Petty Officer in May 2013.  In 2015, he entered the Command Master Chief program where he has served as CMC of Strike Fighter Squadron ONE FOUR SEVEN “Argonauts” completing a major deployment in support of Operation Inherent Resolve, Naval Talent Acquisition Group Portland, and currently serving at Navy Recruiting Command Region East. 
 
Master Chief Neal is a graduate of the U.S. Navy Senior Enlisted Academy (Class 186, Blue) and the CMC/COB course.  He is qualified as an Engineering Officer of the Watch, Enlisted Aviation Warfare Specialist and Enlisted Surface Warfare Specialist.  His personal awards include the Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (four awards), and numerous unit and campaign awards.
